How do sifters in face powder work?

I have so many loose powders that have sifters, and I could never figure out why they're there or how they work.





Am I suppose to shake the jar till there's powder on top of the sifter? Or am I suppose to put my brush on the sifter, then turn the jar upside down?

I'm not sure of the 100% correct way to use them, but I've always used them the way you described last. Put my brush on it %26amp; tip the jar upside down, that way you're not just dabbing it into a big *** pile of powder. Hmmm, good question! Hope I helped at least a little bit.
