I think you may want to ask a different question...is your skin dry or looking like a mask when you put your powder on? Why would you want to do this?Is it okay to mix face powder w/ moisturizer?

You either need a moisturizing face powder or you are applying it too heavily. Use a good, full brush and dust lightly or if you are using a powder puff, make sure it is clean and dry and use the product sparingly.
You can, but it ends up looking kind of cakey. I don't recommend it.

Will it make a pasty mess? Yes.
This doesn't sound okay. What you can use to not have that fuzz look is liquid foundation. If you don't mind the liquid foundation, instead of powder, you can also try a tinted moisturizer with SPF. Mary Kay has both of these wonderful products. You can check them out on a consultant website.
