Use a Kabuki brush designed fr the purpose.

Here are a few that have had good reviews;

Everyday Minerals Long Handled Kabuki. (tad smaller than most but can hit those small spots)

Sephora Brand Professionnel Kabuki Brush

Kabuki from A-Squirrel

Smashbox 19

The NARS Botan Brush (described by a reviewer as soft, thick, feels like the top of a cat's head) is the penultimate-expensive but worth it.How can you evenly apply face powder?
I've noticed that too! But, I've learned the secret to an even face. ;]

Those make-up applicator pads are the likely cause for the uneven mess. If you're going to use them, you have to apply a color that matches your skin in slow, circular motions ALL OVER your face. You can't apply it to one area. Otherwise, you'll look clean in one spot and not in the other.

The best way to go about it is with a brush. Go for a cresent moon shapped one, where the bristles come out and finish the circle. Those work best. You don't have to make circles all over your face! Just put it on and you're good to go!

Hope that helped ... :]
purposely put it on certain areas like skin blemishes. i find the best coverage when i brush it on in circular movements, then get rid of any powder off your brush once you've gone over your whole face and quickly and lightly brush all over.
What type of powder, the pressed or loose? Either way, use a big fluffy brush and dust it on. I like to apply it on my neck as well.
Use a big poofy makeup brush instead of that little one that sometimes comes with the powder. It will spread more evenly and not look streaky.
