You need to use a good brush or applying pad and make sure you have blended it in properly. It could also be because you dont use something creamy underneath, like liquid foundation or moisturising cream. Try changing your powder to loose mineral make up rather than compressed powder. Kabuki brushes are exellent for powder make up, but alot of companies are making cheap versions of them so watch out, You want a brush that has soft, very flexible bristles. How to prevent clumping of powder on the face?
Make sure you put on a moisturiser or a primer first, to act as a base. Don't apply too much powder, just enough to take away the shine and even your skin-tone.

As the first answerer said, kabuki brushes are excellent, my make-up has always looked flawless since I started using them
When you put your powder on the brush, puff, or sponge, whatever you chose to use, tap it, to get the excess out of it. If you do still have too much, wipe it off or use a brush. Also try not to bear down as much on the powder.
Use a foundation brush like this http://www.arianepoole.com/shop/images/f?/a>

It's very smooth, and very good spreading out the powder.
It might be your brush. if so use a kabuki brush cause they are the best with powders.
